An Ordinance to protect the health, safety and general welfare of persons and property within the Township of Vergennes by the adoption of regulations requiring the location of identification numbers upon buildings and premises within the township so that the same can be readily identifiable for proper and efficient fire and police protection; for medical emergency vehicles; for mail delivery services and for the convenience of all members of the public having any need to determine or describe the location of such building or premises.
THE TOWNSHIP OF VERGENNES, KENT COUNTY, MICHIGAN ORDAINS:
[161.001 Title.]
[Sec. 1. ]This Ordinance shall hereafter be known and cited as the Vergennes Township Building Numbering Ordinance.
[161.002 Requirements.]
[Sec. 2. ]
A. Numbering of Buildings.
(1) Assignment of Numbers. The number assigned by the Kent County Road Commission in accordance with the regulations of the United States Postal Service and pertaining to any building in the Township of Vergennes shall be the number to which reference is hereinafter made.
(2) Placement of Numbers.
a) Every residential building located at a distance no greater than ninety (90) feet from the closest public road right-of-way shall have Arabic Numerals displayed at, on or above the front door or on the building front, which Arabic Numerals shall be readily visible to occupants of Fire Department or Medical Emergency vehicles on the public road.
b) Every residential building located at a distance greater than ninety (90) feet from the closest public road right-of-way shall have Arabic Numerals displayed at, on or above the front door, or on the building front. The property shall also have Arabic Numerals displayed on a post or on a regulation United States Postal Service mail box located on the same side of the public road at and directly in front of the building and directly adjacent and in no event distant greater than ten (10) feet from the public road right-of-way. These Arabic Numerals shall be readily visible to occupants of Fire Department or Medical Emergency vehicles on the public road.
c) Every building occupied, used or intended for use as assembly, business, educational, high hazard, industrial, institutional, mercantile or storage occupancy shall have Arabic Numerals displayed in such a manner as to be readily visible to the occupants of Fire Department or Medical Emergency vehicles on the public road in front of said building.
d) This section shall be construed to mean that if the Arabic Numerals as hereinafter provided shall be hidden by an awning, overhang or other appurtenance, or if the building is not clearly visible to the occupants of Fire Department or Medical Emergency vehicles on the public road, then the owner of said building or the person in possession and control thereof, shall have supplementary Arabic Numerals in such a manner or place as the Chief of Fire Prevention Office shall determine to be in compliance with the intent of the Ordinance.
e) Homes on private roads or drives must have identification numbers posted where said drive joins the public road in addition to those required on the individual premises.
(3) Size of Numbers. The size of the Arabic Numerals on residential buildings shall be at least three (3) inches in height, and the size of the Arabic Numerals on all other buildings shall be at least four (4) inches in height. An additional one (1) inch shall be added to the size of the Numerals required for each twenty (20) feet from the roadway greater than ninety (90) feet or such numerals shall be displayed at the roadway.
(4) Color of Numbers. The color of the Arabic Numerals shall be in contrast with the immediate background on which they are mounted. The Arabic Numerals shall be displayed as will permit the same to be readily visible during all hours of normal daytime.
(5) Penalties. There is currently no provision for penalty for violation of this Ordinance. Nevertheless, compliance with all of the provisions hereof shall be a requirement for occupancy permits for all buildings required to have building numbers and which are constructed after the date of adoption of this section. The Township Board reserves the right to amend this Ordinance in the future so as to provide penalty provisions.

B. Effective Date. This Ordinance shall take effect on the publication date.
